SECTOR FOR ADMINISTRATIVE AFFAIRS IN THE FIELD OF HOME OPERATIONS, PLANNING AND ANALYSIS

In the Sector for administrative-supervisory affairs in the field of main operations, planning and analysis, works and tasks are performed that refer to acting in administrative affairs in the field of main operations, supervision over the main operations on the entire territory of the Republic of Macedonia, analysis, establishment and maintenance uninterrupted communication with the Ministry of Interior and other bodies and institutions, as well as development and promotion of this cooperation; work on project tasks, planning, analysis and international cooperation and other matters related to the application of legal and other regulations in the field of home operations.

SECTOR FOR NORMATIVE-LEGAL, MATERIAL-FINANCIAL AND ADMINISTRATIVE AFFAIRS

In the Sector for normative-legal, material-financial and administrative affairs, works and tasks are performed that refer to the preparation of opinions on proposals for initiating procedures for assessing the constitutionality and legality of the existing normative-legal acts, rulebooks, instructions, monitoring legislation in the Office, preparation of bylaws, monitoring of international regulations, financial plans, operations with payment operations, preparation of the budget of the Office, keeping accounting, treasury work, archival work, receiving, scheduling and forwarding the post office, keeping bookkeeping and other things.

SECTOR FOR INFORMATION TECHNOLOGY

In the Information Technology Sector, works and tasks are performed within the scope of the Office related to information technology, as follows:
– monitoring and processing of issues related to the organization and development of the information system in the Registry Office, and proposing measures for their improvement,
– planning the development of the information system, the data transmission network in the Office,
– planning the development of the information system, the data transmission network in the Office, monitoring, elaboration and evolution of the application of new information technologies in the area the operation of the information system and the study of the needs for the possibilities of introduction of new information services,
– coordination between the organizational units in the field of automatic processing and direct participation in it, analysis of the needs and proposing measures for development of the information system,
– preparation of analyzes and information and other documents for certain aspects of the information system
– development of development strategies , system upgrades and IT security;
– preparation of projects based on strategic documents of the ICT sector;
– planning, evaluation and implementation of physical and information security;
– ensuring security, accuracy and usability of data;
– defining and protecting user profiles, passwords and back-up folders for the Office;
– defining back-up procedures, when, at what time intervals and where and in which locations the protections will be stored;
– organizing data exchange with state bodies and institutions and other entities in the Republic of Macedonia;
– maintenance of the functionality of the IT network system of the Office, installation of the IT equipment and coordination with authorized service departments of the equipment manufacturer,
– maintenance of the functionality of the hardware IT elements available to the Office, installation of IT equipment and coordination with authorized service departments the manufacturer of the equipment,
– preparation of technical documentation for the functioning of the IT system and for all other matters related to IT technology,
– defining the program, technical and telecommunication bases of the information system,
– development and analysis of the database management system and application software,
– development and implementation of software solutions for the needs of the Office
– data processing, implementation of protection measures and security of the information system and subsystem,
– monitoring the current functioning and use of information resources and providing proposals for expansion, adaptation and replacement, providing optimal conditions for the use of equipment,
– training of information staff and users of the information system and subsystem ,
– determination and implementation of measures for protection of data transmission,
– connection of new users in the network,
– preparation of technical documentation for the application and other projects, support of the users, coordination of the work for maintenance of the equipment,
– preparation of the e-learning modules for professional development of the employees in the Office
– preparation, development and maintenance of the Internet WEB by the Office
– supporting the implementation of applications that would be developed and strategically used in the work of the Office, the Ministry of Justice, the Ministry of Interior, etc. bodies and institutions,
– organizing data exchange with state bodies and institutions and other entities in the Republic of Macedonia;
– ensuring security, accuracy and usability of data;
– performing analysis and keeping statistics in the field of operation of the Office.

HUMAN RESOURCES MANAGEMENT DEPARTMENT

The Department of Human Resources Management performs the following activities and tasks:
– study and uniform application of laws and bylaws related to the exercise of rights, obligations and responsibilities of employees;
– participation in the preparation of laws and bylaws related to the exercise of the rights, obligations and responsibilities of civil servants;
– preparation of individual acts related to the realization of the rights, obligations and responsibilities of the civil servants and other employees and giving opinions and instructions on them;
– preparation of acts for internal organization and systematization;
– organization and implementation of the employment procedure;
– planning, records and monitoring of the training, professional training and development of the civil servants, employees in the Office and other records prescribed as an obligation with the legal and other regulations in the field of labor;
– keeping records of the presence of employees and the use of working hours, prepares reports and submits them to the professional service for payment of salaries and allowances
– performs registration and check-out of employees in the competent authorities and professional services,
– preparation and professional and analytical data processing to build a strategy and concept for employment in the Registry Office and other matters.
